This is a recipe from my childhood. My mother made it, my grandfather made it. And lately I've been making it too. It's called 1,2,3 because well it's as easy as 1,2,3.
The basics, I use ground turkey but you could use beef like my grandpa did.

The bacon goes in the pan first.

When it's nice and sizzling add a layer of ground meat then onions.

Top with sliced potatoes.

And a layer of carrots. Add a 1/2 cup of water, cover and cook over med/low for 45min or so.

Be so hungry for dinner you forget to take a picture of the final product.
